The president is elected indirectly to a three-year term. Chapter IV of the Constitution establishes the office and vests the executive power in the president. The power also includes responsibility for appointing judges with the consent of the parliament.

The Constitution provides for a marshal to preside over the Highest People's Congress and Supreme Council. He has a significant role in the electoral system because, in the event of a vacancy in the office of president, he orders elections.
